Mock Legislative Council Debate on 10 May 2014
Mock Legislative Council Debate has been a signature project of Rotary Adopt A School Programme (RAAS) partnering with Legislative Council (LegCo) to hold a mock Council debate in the Legislative Council Complex. It aims to provide civic education activities and training opportunities for students to enhance their understanding of the work of Legislative Council and increase their political awareness.
Mock LegCo Workshop provided training to students took place on 12 April and the Mock LegCo Debate was held on 10 May 2014 in Legislative Council Complex. District Governor Nominee-Designate Eric Chin attended on behalf of DG Eugene and delivered an inspirational speech to students. DGND Eric also acted as a judge in this event.
Dr. Hon. Lam Tai Fai, SBS, BBS, JP, Legislative Council member, Functional Constituency – Industrial (Second), was invited to be the Guest of Honour. Dr. Lam shared with students about his invaluable life experiences on striving against adverse environments since he was young. He gave very positive encouragements to the participants when he unveiled his arduous developments on his textile business during the most difficult time in SARS (Severe Acute Respiratory Syndrome). Students were curious to know in a proactive stance and asked a number of questions. Dr. Lam answered accordingly in relation to his personal growth and political views.
After having acquired the knowledge on the work of the legislature, students from six RAAS partnering schools started to play their roles as designated Legislative Council members demonstrating their skills and abilities in the mock LegCo debates. They all well prepared and actively involved in the debates.
The Mock Legislative Council Debate had been divided into two parts:
Part 1– Debate on mock motion on enhancing development of heritage tourism for approximately 45 minutes; and
Part 2 – Debate on mock motion on implementing waste charge for approximately 45 minutes.
The three judges were DGND Eric Chin, Mr. Jimmy Ma, Legal Adviser of Legislative Council Secretariat and Miss Tania Tang, Senior Public Information Officer of Legislative Council Secretariat. Two Best Performance Members were chosen by the 3 judges whilethe Most Popular Member was selected by the participating students.
